Free to be kids: National plan of action

This paper provides an eight-point plan for government to address the over-representation of Aboriginal and Torres Strait Islander children and young people in detention in Australia. Recommendations included raising the age of criminal responsibility to 14, not placing children and young people in remand before they are sentenced, reforming current laws that breach children's and young people's human rights such as mandatory minimum sentencing, supporting Indigenous children, families and communities to strengthen, and maintain cultural ties, increasing funding to community-controlled support and legal services, improve the treatment of children and young people held in detention, set targets to end the over-representation of Aboriginal and Torres Strait Islander children and young people in detention and to improve the collection, publication and use of data.
